The Duarte Development Code (DDC) provides standards, regulations, and guidelines on land use-related topics. Zoning districts, setbacks, lot coverage, permissible/conditional uses, parking, signage, landscaping, fences, architectural and design requirements, and hillside standards are some of the most commonly utilized DDC chapters.

This Development Code is intended to carry out the policies of the City of Duarte General Plan. This development code aims to safeguard the City’s profitable growth and orderly development and advance and protect the public’s health, safety, and general welfare. It also seeks to preserve neighborhoods’ unique characteristics, social diversity, and economic vitality.

The residential zones were designed to carry out the General Plan’s residential land use categories for Very Low Density, Low Density, Medium Density, and High-Density Areas.

R-1 Single-Family Residential Zones (Very Low Density and Low Density). The R-1 zones were created to offer space for creating and maintaining residential subdivisions made up of detached homes and ancillary uses consistent with the zone’s residential use.

R-2 Two-Family Residential Zone (Medium Density). The R-2 zone was created to allow for the development of medium-density residential homes with a density of 7 to 11 dwelling units per net acre, which may be made up of one- or two-family detached or attached units and form a cohesive development that may include common or private open space areas.

R-3 Multiple-Family Residential Zone (Medium Density). With a maximum density of 21 dwelling units per net acre, the R-3 zone was created to support residential development often characterized by single structures or a group of interconnected structures that house single or multiple units.

R-4 Multiple-Family Residential Zone (High Density). With a focus on offering intensity and function at places within easy walking distance to transportation, leisure and community facilities, and commercial services, the R-4 zone was created to support higher-density, multi-story residential construction.

R-MH Mobile Home Residential Zone (Medium Density). Mobile home parks are accommodated in the R-MH zone. Residential mobile homes located in integrated mobile home parks are the sole uses allowed in the R-MH zone, together with any accessory uses that support the operations of the parks, such as standard community amenities and structures attached to specific mobile homes.

To carry out General Plan principles addressing the provision of essential and desirable commercial goods and services in the City, the City has developed three commercial zones.

C-P Commercial-Professional zone. The C-P zone offers spaces suitable for executive and professional offices, with little room for ancillary retail and service applications.

C-G Commercial-General zone. The C-G zone offers space for a wide range of commercial businesses and is designed to meet local and regional needs.

C-F Commercial-Freeway zone. The C-F zone offers locations alongside Interstate 210 for sizable, automobile-focused, and regionally serving retail and commercial developments that profit from the enhanced exposure and regional traffic afforded by a freeway-adjacent location and where development standards can be tailored to attract and maintain such regionally oriented uses.

The Hospital zone’s goals are to provide spaces suitable for health-related activities, provide essential local and regional facilities to support and promote excellent health and medical treatment, and offer employment opportunities for people with various levels of education and experience. Such applications often gain from reliable regional connections.

To fulfill General Plan principles addressing the accommodation of manufacturing, research and development, and similar uses that create items for businesses and consumers and those participating in medical and related research activities, the City has developed a single industrial zone. Industrial zones may only be used for activities that have negligible effects on neighboring usage.

Public facilities, such as community centers, cultural institutions, government buildings, libraries, public utilities, and public schools, are designated in the Public Amenities zone to provide space at ideal locations for these facilities.

The Open Space zone is created to set aside the areas required to preserve and safeguard open spaces for leisure, the conservation, and improvement of natural resources, the management of dangers, utility corridors, and the preservation of archaeological sites, features, and items.

A specific plan is made to provide flexibility, creative development and use of land resources, a range of housing and other development types, and reliable and secure traffic and pedestrian circulation. All properties within the boundaries of a particular plan approved by the Council through a resolution or ordinance are subject to the Specific Plan zone. Once established, a specific plan will control how all properties are used and developed within its purview.

City of Duarte – Building and Safety Department:

This division’s mission is to implement and enforce the California Building Code to guarantee the community’s structures are safe. Plan check submissions and permit issuance are accepted during regular business hours at the Building & Safety Division.

Plans must be prepared and submitted to the City before any building-related work or installation. You should verify with the Planning Division to see if zoning laws are followed and ensure that the designs comply with all applicable construction rules.

While some plans can be authorized without a complete plan check, others need one. Plans are examined during a plan check to ensure they meet the Building Code and other specifications. To make the procedure as efficient as possible, the department advises property owners who have work done on their property to utilize licensed and experienced professionals to develop their plans. The project’s value often determines the cost of a plan check. An initial plan check usually takes a week or two. Plans may be filed at the counter of the Community Development Department.

Once the designs have been accepted and are prepared for permission, the fees will be paid, and the permit will be given. One hundred eighty days are the duration of permits. If construction is ongoing and frequent City inspections are conducted to verify that the work has advanced, this period is extended.

All permits must pass the building inspector’s inspection. To ensure that the work being done is under authorized plans, many projects will undergo several inspections. The project will undergo a final examination when finished.

City of Duarte – Public Works Department:

The Public Works & Engineering Division is responsible for maintaining city streets and sidewalks and managing local capital improvement projects.
